Sure, for a lot of those teams, but it would actually be a surprise if Liverpool, Man City, and Man Utd didn't have any players in the WC final. The make-up of the final could well decide the Man City Vs Liverpool tie. If the final is made up of two of Brazil, Portugal, and England, not a completely unlikely scenario, Man Utd will have six first-team players out. The third-place play-off is the day before, so the likelihood of multiple players being out increases. I'd assume anyone playing in the quarter finals won't be playing (won't be starting at least) in the league cup. It's not just about who's playing in the final. It's not as though this tournament is taking place after a long and gruelling domestic season. If it was that big you would lose several rows of seats as nobody could see over it. They have two rows and through some Trickery* it appears as one screen if viewed from the correct angle. They have had it since last season. In fairness the two rows there are individually pretty tall as well actually, relative to other systems. Probably by now you've been watching long enough to notice how broken it looks when seen from other camera angles but actually you only have to move a couple of feet and you can see it going wrong. *You cut the image in half and make the back row very slightly larger, is the short version of how it's done. You can see similar setups at Wolves (first in UK) and Stoke (had two rows for ages but only recently got the combined image thing going), as well as at several German teams, at least one Italian and one French.
