First guess was The Matrix Reloaded, because that shot of a Chicago-ish city looked a bit like one we see when Neo is flying towards the Freeway chase. I didn't really think it was that (no green tint; no distortion from the warping effect!) but I thought it'd do for a first guess.

 

Second guess was TRON Legacy, because I think the first bit of that film involved a character on a motorbike looking up at a skyscraper at night. And USR on the building made me think of TRON's Users, rather than US Robotics!
