I'd agree with this, and it's even more important on the 3DS since you're not always connected to the Internet when playing on the train ...

Compared to the generosity of Sony's accounts system that seems a bit shit, but I suppose it's not really that surprising.

I suspect it's down to the way they've baked in the eShop stuff already, but it is pretty restrictive. But hopefully they will be able to disassociate systems centrally, and then you will be able to download stuff onto your new system if needed ...

That's Luigi's Mansion which doesn't have a built in function, so it probably is opt out like Wii U games.
