I've already had this discussion with someone on Twitter. Do a search for 'timed exclusivity the Witness' and you will find plenty of quotes from Mr Blow from a while back confirming explicitly that he signed an exclusivity deal with Sony to prevent it releasing on other consoles for a period of time.

He seems to have gone all coy about that recently. Who knows why? Either Sony don't like people to talk about such deals or he's worried he'll face criticism for it. I don't see why he should, personally. I've no doubt the deal made sense for him and it's perfectly reasonable for a small developer to go that route, the dishonesty about it seems unnecessary .

How peculiar. Apologies, I was repeating what he said in good faith. As you say, it's a funny thing to not be open about.

Blow said that he was rating it for the Xbone so he wouldn't have to worry about it later on if he did decide to port it. And he's admitted that he's been very happy about the sales performance so far.

I've no issue with the game I'd rather it stayed a PS4 console exclusive as that has been the messaging since the Xbox reveal /PS4 reveal. Prior to the switch in messaging it was a genuine reason to go Sony.  I'm simply arguing/defending my opinion on what has happened since release.  It seems dishonest and deserves to be noted.
