Have the tyres now replaced the role that fuel used to play? It used to be that different fuel strategies could mix up the grid and put people out of position depending on how much fuel they start the race with. Now they've banned fuel stops but have asked the tyres manufacturer to make tyres that degrade fast and mix the field up as they come in and out of the pits and catch traffic
