And a sport has rules, which McLaren broke and got the entirely consistent penalty for running an illegal car in a session, exclusion from the results of that session.

Nobody is saying he should get away with it, just that the punishment is disproportionate to the crime. Losing the fastest time or kicking him out of Q3 would have made much more sense and not completely ruin his race.

Which would be a mandate to cheat in Q2 to get through to Q3 knowing that you'd start 10th.

The car is not checked between Q1 and Q2 and Q3, there isn't time. If you failed post-qualifying scruitineering then you're out of qualifying, not just the last 10 minutes of it and unless you fancy waiting 90 mins between Q1 and Q2 that's the only way it can be.
