Driving straight into the back of another innocent car and ruining its race is not a "racing incident".

It would have been a few years ago before all these ridiculous penalties were introduced. If it was an intentional move on Hamilton's part to take out Massa then fine, give him a penalty. But it wasn't. It was an accident.

Rosberg drove into the side of Perez and pushed him off the track.

There was some racing yes, no-one got hurt.

Then Schumacher drove into the back of Perez.

Now if you want to give Schumacher a 5 place grid penalty next race I won't debate it too much, but since it doesn't seem to have ruined Perez's race it's not a remotely comparable situation.

I'm sure if Rosberg causes an accident he'll get one.

Rosberg's actions led to that accident and he technically caused two "avoidable incidents" by pushing Perez off the circuit and which resulted in Schumacher attempting to live upto his Red Baron nickname.

If that's the determiner I prefer the rules now.

If you ruin an innocent party's race by being a twat, you should be penalised.

His actions led to fuck all. He did not make Schumacher drive into the back of Perez.
